The reason is simple: a child playing an educational game with a parent versus aimlessly scrolling short videos can have very different effects within the same "screen time" total. The number alone isn't a sufficient measure.
A few questions that work well in practice: Is the content age-appropriate โ does it teach something or feed their creativity? Are they using the screen mostly alone or together with you? Is the screen taking time away from sleep or play/movement time?
